... the Canada Pension Plan is a Ponzi scheme, with a pay-as-you-go model that once supported every retiree with the current earnings of five workers.
I have never heard of this expression before. Does anyone know what it means? Thanks in advance.

combine à la Ponzi / opération pyramidale
Les deux sont suggérés par TERMIUM. S'il s'agit d'une opération illégale (ce qui semble être bien souvent le cas), "combine" me paraît "short & sweet";-)
IFCI Risk Watch: Any investment program that offers impossibly high returns and pays these returns to early investors out of the capital contributed by later investors. Named for Carlo Ponzi who promoted such a scheme in the 1920s based on a theoretical arbitrage in international postal reply coupons. Sometimes called a pyramid scheme because the structure must be supported by a broader and broader base of gullible investors as time passes. Also called Pyramid Scheme.
