\"s\'occuper de\" has a much broader meaning, and as you gave \"social services\" as a context, \"prendre en charge\" is more specific... for instance, \"s\'occuper d\'un enfant\" could also mean that an adult is just entertaining a kid....or even scolding a child in a more slangish use of s\'occuper de qq\'un!
