"Canalisation" traduirait "fat pipe". Mais puisque "broadband" (large bande) est du domaine de la physique, je pense qu'il faut y rester pour obtenir une image qui se tient. Alors ça donnerait quelque chose comme:
"La démocratie est l'émission à bande large tandis qu'un parlement mondial est (l'antenne)(le satellite) qui émet."

Toutefois, je chercherais à traduire l'image plutôt que les mots. Par exemple, quelque chose comme:
"La démocratie est le pipeline tandis qu'un parlement mondial est le puits qui l'alimente."

J'ai trouvé "canal de communciation" pour "pipe" ainsi que "tube" dans le contexte, mais sinon "fat pipe" dans des textes français seulement en anglais entre guillemets.
