Explanation:
Like Michel, I am unfamiliar with the adverb 'revolubly'. However, working purely empirically from the many patent-type contexts in which i have found it on the Net, I think it actually means the exact opposite of the asnwer chosen!
'restrained' means 'held in place', and 'revolubly' appears to mean 'able to rotate'.
This is indirectly confirmed by the rest of the sentence, which talks of a 'shaft' — now generally speaking in EN, a shaft is something that is intended to rotate (cf. drive shaft, propeller shaft...)
So IMHO it doesn't mean 'prevented from rotating', but rather 'specifically allowed to rotate'
