Bonjour Sara - j'ai trouvé le pdf "pacifism as pathology", et philosophie ou pas, cette phrase est incompréhensible syntaxiquement. En cherchant un peu j'ai trouvé l'extrait de Hegel, "The philosophy of history", qui éclaire un peu, et confirme l'hypothèse de l'erreur:
"This may be called the cunning of reason, - that it sets the passions to work for itself, while that which develops its existence through such impulsion pays the penalty and suffers loss. "

Le début devient syntaxiquement un peu plus compréhensible:
