accorder leur confiance a une signification qui comporte une legere nuance je trouve au sens de 'bearers of trust'....Je comprends votre intepretation, mais accorder a un sens d'acceptation, je ne pense pas que l'original indique ce sens la..

Peut-être qu'il serait plus judicieux de changer la structure de la phrase pour la simplifier :

Normalement ce sont les citoyens qui ont confiance dans les institutions et représentants du gouvernement.

Autrement, je trouve que la suggestion de CMJ sur l'autre page est bonne aussi.
