I like your use of the term 'dodgy' because it fits the entire document very well. I do believe he means 'a group of young people who are diverse' or 'many different groups of young people'. I appreciate your input though; adds a new perspective. After all, he does use 'multicultural' several times, and I'm wracking my brain...

English sounds a bit dodgy; we'd normally say 'group of youths' or 'youth group' or 'group of young people'; if this reflects the overall quality of the writer's EN, then the choice of the word 'diverse' might be questionable?

You could use multi- something depending on your context. I won't suggest an answer because it could be multiculturel, multidimensionnel, multidisciplinaire, multiconfessionnel, multiethnique...
