le contexte étant :
"States within the federation have been encouraged to domesticate the Human Rights Law"
Je ne suis pas certaine de bien saisir de "domesticate" ici : adopter, appliquer?
Merci de justifier vos propositions.

... in using the correct term (transposer) in the first sentence ('States within the federation...'), to establish clearly what process is involved, and then using 'intégrer' in the next sentence, to avoid the repetition, since by then it's clear what is meant.
It confirms that the author was referring to the formal process known as 'transposition', even if (s)he actually used 'domesticate' (maybe for want of specialist knowledge of the subject-matter...)

In practice, since international legislation ternds to be phrased in genric terms, transposition almost always involves some degree of 'adaptation', if only to ensure the transposed text is coherent via à vis other national legislation (e.g. it makes proper cross-references to existing national laws), structures of the State, the judiciary, other relevant bodies, etc.
