D'après les sites que j'ai regardés sur Internet, ça semble être une petite bande à compartiments, dans laquelle on insère les vis (plutôt que de les mettre dans ses poches ou dans sa bouche en travaillant!)

This is just a suggestion. Are you sure it is not referring to the chévilles (the screw plugs) that you insert into a hole to give more grip? Anyway, 'un porte-vis' sounds good and mathces tourne-vis well.
