This is absolutely the **only** computer-related context I can find "oun" in, besides innumerable typos for "own":

noaa is the US weather forecast/reporting system, including radar. The OUN weather radar sounding software is from Oklahoma University-Norman (= OUN) (A major US research university. I've been there to use their library, and it is, indeed, excellent!)
