I think what was being implied was that the tests would be able to be taken anywhere, and the direct rendition for anywhere is n'importe où.
Complétez = fill out, ie. fill out a test or survey questionnaire, but does imply taking said test as well.
As far as a ring for a slogan....hmm, j'sais pas!
