Explanation:
I believe this newly-coined term 'top' refers to the actual USB connectors used (cf. the use of 'headers' for certain other types of connector) — of course, the cable-mounting variety, not the chassis-mount ones, but I think your context makes that perfectly clear without any need to state it explicitly.

As a footnote, the term '-top' has been used in this sort of way historically, at least in the UK, where 'plugtop' has for a long time been used to refer to a standard mains plug (fiche mâle).
