Ai trouvé la notion d'inter-réseau mais cela ne correspond pas à ce contexte.

Est-ce que ce ne serait pas les minutes gratuites (ou à prix spécial ) vers les mobiles des autres opérateurs ?
Chez Orange ils appellent cela par exemple "minutes mobiles":
Orange lance les « Minutes mobiles + international illimité », une option de son offre de téléphone en haut débit (VoIP).
Pour 7 euros par mois, les abonnés Internet haut débit Orange disposant de la VoIP et aux clients « la fibre » Orange disposeront de 30 minutes vers tous les mobiles en France métropolitaine, quelque soit l'opérateur, puis bénéficieront d'un tarif privilégié au-delà de ces 30 minutes. Ce tarif s'élèvera à 12 centimes TTC / minute avec un coût de mise en relation de 20 centimes TTC.
