On pourrait aussi garder l'expression plus tard dans la phrase et dire: "... le CRTC est souvent confronté à un problème en cas de retrait ( ou démission, désengagement, désistement...): les quelques société [...] peuvent menacer de retirer leurs billes de [...]"
