This might well apply to the length of a coat or a sleeve, but here it is referring to the length of an apron — this 3/4-length apron is also described as being a "chef's apron" length (though that is not its intended purpose!)
I presume it must mean just "below the knee", as distinct from the shorter ones used by waiters etc., and the almost ankle-length ones used in certain professions.
