A top handle handbag is supposed to be a handbag with a single handle on the top of the bag. See the pictures at the excellent site HandbagGlossary.com to get a better idea of the style of these handbags.
That said, with usage, it can refer to just about any handbag with one or more handles, as opposed to handbags with straps or clutches, handbags with neither a strap or handle(s).
There is a French site that gives the translation "haut poignée" for top handle, but that is the only occurrence that I could find and, for obvious reasons, it isn't correct.
After looking at quite a few handbag sites, I can't find an advertising title for literally 'top handle handbag'. I did find "serviette" and "sac style docteur" for handbags in that style. I also found "sac à poignée," but without a picture, and many of the references for that phrase were not for handbags. And, so again, it isn't commonly used for this style of purse.
The same terminology is used for luggage and handbags and I found "poignée en haut de sac," "haute poignée" and "poignée haute" used in the description for luggage, which of course includes backpacks (sacs à dos). But, again, they were not used in a title.
So, if possible, I suggest leaving it out of the title of the handbag and including it in the description of the handbag, as is more typical in French. Or, if there is no description and you feel it is too important to omit, add the description into the title.
