English term or phrase:open delivery
When a packed consignment reaches its destination in a truck or wagon, the consignee has to check it for visual damages to the outer packing. When he suspects that there is some damage to the consignment, he should demand an "open delivery" from the transporter. The transporter will then unload the consignment and give an "open delivery certificate" to the consignee, who will inform the consignor and/or the insurance company about this.
This is a basic precautin to be taken by the consignee, so that he can afterwards make his claims with the consignor and/or the insurance company.
I tried with "livraison ouverte", but then the google hits are not encouraging.
Kindly give me the French term used by the loaders, unloaders et al concerned with transport and handling of consignments.

The open delivery certificate will list out the apparent damages to the packing/material. The insurance assessor will cross check them with the damages he himself has noticed afterwards. So the list has to be as detailed as possible.
