Diese Vision muss durch intensive und vielfältige Maßnahmen im Personalbereich gestützt werden.

Eine "Agenda" ist neine "Tagespordnung" oder ein "Maßnahmeplan", enthält also Dinge die zu tun sind, Maßnahmen eben.

"Strong"="stark" würde ich hier besser als "intensiv" und "broad"= "breit" als "vielfältig" übersetzen. Kling einfach besser.
