how to phrase it depends on the context, but that's what it means -
somebody is self-employed (own his/her own business)
and for some reason it is said that the person is not "by him-/herself" auf sich gestellt/allein
Not necessarily my experience; so it will be interesting to see what the context is - who is offering to help?
