It really means " er hat seine vorgehrige Zielrichtung ausgeglichen",
so he adjusted the dart in a way that would compesnsate for the previous error. It was a kind of fine-tuning. But I would not use the word ausgleichen, as we don't know the details involved in aiming for the target. Justieren is felxible enough to allow for several possibilities, but kompensieren is a perfectly sound word in this context and you can't go wrong.
