Ich habe keine rechte Vorstellung, was hier mit costs of assets oder, schlimmer noch, cost of connection assets gemeint ist. Sollen die Kosten für die Anlagen bzw. das Netz auf die Netznutzer umgelegt werden? Was ist "shallow" in diesem Zusammenhang?

Es gibt einerseits die Netzanschlusskosten (am individuellen Übergabepunkt in Form von Messgeräten/Zählern/Schaltern etc) andererseits dir Netznutzungskosten (Stromleitung, Trassenführung usw.)
Die Kosten werden im Prinzip pauschal auf die Kunden verteilt, also 10 m neben dem E-Werk oder Verteiler ist der Strom nicht billiger als in 1.000 km Entfernung beim Verbraucher.
