Es geht um ein Steuerabkommen zwischen der EU und der Schweiz:

The core of the agreement, according ‘is that the Swiss will introduce a tax retention system. This system will apply to certain interest earnings payable in Switzerland to a person who is resident and taxable in an EU member state.

In der Schweiz gibt es ja die Verrechnungssteuer, aber ich denke, mit dem tax retention system ist ein anderes System gemeint, wenn auch die Prinzipien dieselben sind wie bei der Verrechnungssteuer. Wer hat denn dazu eine Idee?

Explanation:
Steuerrückbehalt ist die schweizerische Variante des deutschen Steuereinbehalts (deswegwen natürlich nicht falsch). Im EU-Protokoll zu den Verhandlungen mit der schweizerischen Delegation wird von der EU "Steuerrückbehalt" folgerichtig in Anführungszeichen gesetzt.
