es geht um die Genehmigung, ein Grundstück für verschiedene Tests zu nutzen, um zu sehen, ob man darauf einen Windenergiepark errichten könnte. Mich irritiert "lock in" und "lock out": heißt nicht beides für einen bestimmten Zeitraum?
