An Arms Length Management Organization – usually referred to as an ALMO - isa devise through which the government is prepared to grant money to bringcouncil housing stock up to the Decent Homes standard. Properties within theOrganization remain council homes, and for tenants and leaseholders the councilremains the landlord. The council sets the rents, controls the lettings framework,and fixes the management and maintenance allowances the organization willwork with. The Organization will carry out the management and maintenance ofthe stock as an agent of the council much as existing Tenant ManagementOrganizations do. The big difference is the government grant to the Organizationto bring the stock up to the Decent Homes standard – and 5% beyond it. This 5%will allow for some community safety and environmental improvement work. Thismoney could potentially be available much more quickly than under the council’sexisting 6 year programme.
