Laut LEO: blighted = vereitelt, aber das ergibt hier überhaupt keinen Sinn.

A rural school district has set an example statewide through the leadership of one volunteer. An hourly worker helps rebuild lives as a mentor and community organizer in a **blighted community**. One woman’s 15-year effort improved healthcare for premature infants in her country. These individuals have a deep, enduring, personal commitment to their communities…and they work for GE. These GE volunteers are among those who have received the Gerald L. Phillippe Award for Community Leadership.

Explanation:
Have to agree with Teresa on 'arm' but it is more than that. The schools are less than adequate, there is no work, most storefronts are closed. Upper and middle-class families have moved out. Only those who cannot get out are left.

Maybe something including 'triste' even.
