Explanation:
The whole thing sounds like it is from a 'Satzung' or 'Articles of Association'.
I am not sure where the original comes from, but I could imagine the following:
'Bureau' - French for 'Board'.
Why French ? Origin of the whole text could be Switzerland, translated into English and now re-translated for some reason. Indication of this could be the construction of 'appointed as ...'. In British English the construction is either : 'appoint someone governor' or 'appoint someone to the post of governor', but certainly not 'appoint as...' That phrase sounds like a previous translation.
As I said, I am guessing. More context could be helpful.
