Exception to the rule of 3 competitive bids shall be justified by a written and signed description of the special condition(s) that make(s) it necessary or expedient to depart from the general rule. Such justification shall be submitted with the request to the relevant procurement manager (depending on region and portfolio) as well as to the Hub General Manager (hub activities) or Project Steering Committee (large projects).
Use therefore the appendix B

Both procurement and stakeholder management will approve/reject the justification, based on commercial, risk/exposure and request execution/expediency criteria.

ich beuge mich der Mehrheit, aber so ganz sicher bin ich mir nicht, ob das auch stimmt.... Schlichtung ist ja normalerweise "arbitration" bzw. schlichten "arbitrate"...?? Auf alle Fälle schönen herzlichen Dank und frohe Weihnachten!!

disagree  Hans G. Liepert: zwar gebräuchlich aber in anderem Sinn:"Arbitrage beschreibt das Ausnutzen von räumlichen oder zeitlichen Preisdifferenzen für ein Gut. Bei Wertpapieren profitiert der Arbitrageur von unterschiedlichen Preisen zweier Börsen."
