English term or phrase: Minister

"I certify that the above is a true copy of the Statement No. (-) furnished to me under Section 34, Marriage Registration Ordinance (...), of a Marriage solemnized by (or in the presence of) ....., Minister."

Explanation:
I have this site for you, regarding the Sri Lankan "Marriage Registration Ordinance". Have a scan of point 10 on page 6; I think you may agree that this suggests fairly conclusively that a "minister of religion" is meant here; otherwise, I'm sure they'd have used "Registrar", don't you think?

If that doesn't work for you (it won't for me, now!), try the one below:

http://www.rgd.gov.lk/division_registrar_general's_department.htm

and call up the second item under "Legislation" - Chapter 112.

neutral  David Moore: I think that would be "Registrar"; since it's a one-time British colony, I think they still use British terminology and it looks to me as if the marriage took place in church.

neutral  LittleBalu: mit David. Ich halte auch den Geistlichen für wahrscheinlicher.
