another slang expression from a movie commentary.

I sort of have an idea what it might mean but am not sure.

Text: And this poor guy, Dutch, in the first
bunch of episodes is getting tooled on.

Explanation:
I think it's mainly used in sports - in a more general context, I would say "niedergemacht werden".

"I don’t know about you, but I’m not going to spend twenty dollars on a ticket to see “MJ” get “tooled” on by “Melo”. For the street slang inclined that means to get beat badly."

Explanation:
I can just add that tool means absolutely useless & idiotic in all aspects, so it could be also how it was said "niedergemacht" und auch "aus ihm wurde ein Idiot gemacht", d. h. er wurde gefoppt und erniedrigt.
