"library facility" auf, mit dem ich in diesem Zusammenhang nichts anzufangen weiß:

Es scheint hier ja um so genannte "Programmbibliotheken" zu gehen, also um Softwarebibliotheken, die Programmfunktionen zur Ausführung für bestimmte Programme auf Abruf bereitstellen.
Nach Definition des entsprechenden Eintrags in Wiki kann man dann aber diese Prgrammteile als eines von oben Genanntem bezeichnen. "Programm-" sollte man dabei mMn im D. beibehalten.

Eine Programmbibliothek bezeichnet in der Programmierung eine Sammlung von Programmfunktionen für zusammengehörende Aufgaben.
Bibliotheken sind im Unterschied zu Programmen keine eigenständig lauffähigen Einheiten, sondern Hilfsmodule, die Programmen zur Verfügung gestellt werden.
