Es handelt sich hier um eine Affiliate-Programm (siehe Link), auch Partnerprogramm genannt. Allerdings ist der Begriff Affiliate-Programm durchaus üblich, wenn man sich die Suchergebnisse bei Google anschaut.
Partner wird hier als Verb benutzt, also to partner, was soviel heißt wie: sich zusammenschließen, eine Partnerschaft eingehen, usw.
