Thanks to Renate's entry I think I get it now. The contractor is the one that supplies the PC, so contractor and employer in "contractors' employer-supplied PCs" are the same.

...in "contractors' employer-supplied." I tried "von beauftragten Arbeitgebern (Unternehmen) zur Verfügung gestellte Computer" but cannot be sure.

first I thought I get it, now I think I don't. Could you tell us who the contractor is and who the employer - i.e. their relationship and what they do. I take it the company in "our company's user standard" is not the same as the "employer" ...
