10.5.3 The Emergency Services should be made aware of:
• The location and access points to site;
• What they might encounter;
• Whom to contact;
• Significant hazards ie high voltage equipment;
• Site plans;
• Any special equipment needed;
• Any assistance that may be available from nearby installations via rescue co-operation arrangements.
10.5.4 Ensure that all persons working on site:
• Are familiar with emergency arrangements;
• Are trained and know what to do;
• Know who will take charge and whom to contact.
10.5.5 Make sure that fire and /or explosion risks are minimised by:
• Hot work (the application of heat, including welding burning or grinding on plant containing flammable materials);
• Provision of appropriate fire detection and protection as appropriate;
• Establishing high standards of housekeeping;
• Control and storage of flammable substances;
• Taking account of dry conditions with increased risks of heath/moorland fires;
• Control of smoking on site i.e. no smoking in any indoor work place and only in areas designated via a risk assessment.
10.5.6 An emergency response plan for dealing with all foreseeable onshore and offshore emergency situations, e.g. persons falling into the water, will need to be drawn up:
• It should be subject to regular ***desktop exercises*** and drills;
• It should clearly set out the roles and responsibilities of everyone;
• It should describe the actions to be taken to deal with all reasonably foreseeable scenarios requiring an emergency response;
• It should include provision of a place of safety onshore where rescued persons may recover and receive first aid, etc;
• All personnel should be briefed on the emergency procedures;
• All personnel should be trained in the use of any emergency evacuation, escape or rescue equipment.
