"The lake’s almost dry… It’s incredible. There’s a problem. This time last year the water was at least 6 feet higher. **All the wharves are now out of the water.** The place is really drying up."

Mein Problem mit diesem Satz: Ein Kai (die Fläche, wo man herumspazieren kann) ist normalerweise immer "out of the water". Bei Hochwasser kann er unter Wasser stehen. Vielleicht ist hier gemeint, dass der Unterbau, also die "Stützpfeiler" jetzt im Trockenen liegen.

Explanation:
hier bei uns in Florida sind die Seen und Flüsse meist nicht sehr tief und zudem von viel sog. Wetland umgeben. Man sieht diese "docks" sich über hunderte von Metern ins Wasser erstrecken. Eine Google Map einer Ufer-Inlandwaterwaystrecke von Florida illustriert das eindrücklich, z.B. hier um Daytona Beach in Zentralflorida.

Explanation:
Ich verstehe es so, dass der Wasserstand so stark gefallen ist, dass die Anlegestellen praktisch auf dem Trockenen stehen und das Wasser erst weiter vom Ufer entfernt anfängt.

Explanation:
Deine Anmerkung über Kais betrifft ,glaube ich, auch Anlegeplätze, Veronika. Um auszudrücken, dass der gesamte Unterbau ebenfalls auf dem Trockenen liegt, sollte man deshalb wohl *Landesteg* sagen, vor allem weil es sich hier um einen See und nicht das Meer handelt.
