Hier wird scheinbar ein Börsengang vorbereitet, was allerdings nur stichwortartig beschrieben wird. Bei dem "open to" bin ich mir nicht sicher - heißt das hier einfach "bis zu"?

Aus Kontextmangel kann ich dir das auch nicht mit absoluter Gewissheit sagen. Aber "bis zu" erscheint mir die sinnvollste Interpretation.
