From an American Graduate School document: "... hereby confers upon XY who has satisfactorily completed 10.5 hours The Certificate of Advanced Study with all the honors, rights and privileges appertaining thereto."

Are the resident hours similar to credits? I'm drawing a bit of a blank here...

Explanation:
Bei "Anwesenheitsstunden" versteh ich, dass er/sie insgesamt 10,5 Stunden anwesend war. Das kann wohl nicht genug sein. Für mich wäre es logisch, wenn es sich um Semesterwochenstunden handelt bzw., falls die Graduate School in Trimestern rechnet, entsprechend Trimesterwochenstunden - jeweils mit Anwesenheitspflicht.
