Filterschaltkreis mit Hochkapazität

Explanation:
bulk capacitance in filtering means that they have a lot of capacitance (usually using a BIG capacitor but in your case it looks like a lot of smaller ones being connected in parallel). The capacitance smooths out the ripples in the input Netzspannung in conjunction with the inductors.

Newer designs use regulators or some other active components. In the old days, you just had chokes and caps.
