On the 2-element meter, the neutral conductor is not connected to the meter and the three voltages are internally ***D-connected.
The voltages measured are subsequently phase to phase voltages.
Power and energy are calculated based on two phase to phase voltages (U12 and U23) and two currents (I1 and I3) according to the 2-watt meter method.
The 2-element meter is primarily used for ***D-connected systems (3-wire).

Mir ist einfach nicht ganz klar, was *D-connected* bedeutet!!!

Explanation:
4.1.1. 2-element meters. - The 2-element-type meter is designed to operate from current in two of the three phases and the potential between the two phases, as shown in Figures 10 and 11. It is the most universally used 3-phase meter connection, and it is recommended for ungrounded delta-connected circuits only, although applicable to all 3phase, 3-wire ungrounded circuits and to 4-wire or grounded circuits if no load is connected between a phase wire and the neutral or ground.

Anmerkungen:
zeigt die übliche 2-Wattmeter-Schaltung im Drehstromnetz ohne Neutralleiter, so wie ich sie 1966 schon gelernt habe. Wegen des fehlenden N-Leiters können die Motorenwicklungen hier nicht im Stern, sondern nur im Dreieck geschaltet werden.

Die Leistungsmessung im Vierleiter-Drehstromnetz kann nach Fig. 13 oder 14 erfolgen:

4.1.1.3. 2-element Meter with Delta-connected Current Transformers. The 2-element meter with delta-connected current transformers is designed to use the standard 2-element meter operated from current transformers in each of the three phases, which are connected in delta, and potential transformers connected between two of the phases and neutral or the third phase wire in which no current transformer is installed as shown in Figure 13. It is applicable to metering 3-phase, 4-wire or grounded neutral circuits.

4.1.3. 3-element meters. - The 3-element type meter is designed to operate from a current transformer in each of the three phases and a potential transformer connected between each phase and the neutral or ground, as shown in Figure 14. It is applicable to 3-phase, 4-wire or grounded neutral circuits.
