I don't think this passage has anything to do w/the contamination probelem per se; sounds more like a considration of cost for work to be done. Rohinstallation is the correct term (without the 'vital' equipment)

Hello, C�cile: the word "furbish" means "to restore, decorate or clean", according to Chambers 21st. Century E-E dictionary; I think the use of "non-furbished" is superfluous here - newly built sanitary installations would hardly need "furbishing" anyway!
