Basically, a number of pallet owners combine, agreeing to accept each others' pallets, and offer them to their customers on a "pool" basis for loading their goods. Then the "pool" pallet can move (with loads) from company A to B to C to D before it gets back to its owner - if indeed it ever does, as many pallets break after a certain number of uses. Of course, all the owners agree to supply a certain number of new pallets to the pool every so often, or the charges for new pallets are divided amongst them.
The railways (used to) have a pallet pool, and you'll often find pallets with their ownership brands - DB, PKP, SNCF, SBB/CFF/FFS, FS etc., though I THINK this pool has been abandoned. Largely due to developments in freight traffic handling. I believe the "Europool" is the biggest pool hereabouts - and might even be you subject.
