Es geht hier um eine Anmeldung zum Internet-Banking. Sind die markierten Stellen nicht ein wenig widersprüchlich? Vielen Dank im Voraus für eure Kommentare.

Explanation: "from time to time" bedeutet: bei Veranlassung, falls erforderlich, zu gegebener Zeit

at any time= "jederzeit" was ich hier mit "grundsätzlich "übersetzen würde.
Daher mein Vorschlag:
"Die Bank hat grundsätzlich das Recht, bei Veranlassung den Umfang und die Art der von ihr zur Verfügung zu stellenden Internetdienste zu bestimmen und [gegenenfalls] zu ändern. "
My understanding is the same as David's. "From time to time" implies it will not be frequent. As I see it, "determine" means "decide" (i.e. decide what to make available).
basically it means that the bank can determine the scope and type of services provided when it feels like it and change or modify these services ocasionally
Ich sehe hier nur folgenden Widerspruch: wie kann jemand den Geltungsbereich bzw. die Art der Internetdienste "jederzeit bestimmen/festlegen" und gleichzeitig "von Zeit zu Zeit modifizieren/verändern"???
I think a neat way to see the difference in meaning is also to switch out the two phrases: The Bank has the right **from time to time** to determine and vary **at any time** the scope and type .... of course that would not be a good bank policy.
"Gibt es einen Unterschied zwischen "at any time" und "from time to time"? Oder kann man hier beides mit "jederzeit" übersetzen?"

Explanation: Ich bin der Meinung, dass sich der Autor hier nur ungeschickt ausgedrückt hat. Von der Lokik her müsste es in beiden Fällen "jederzeit" heißen. Daher würde ich den ganzen Satz so übersetzen:
Die Bank darf jederzeit Art und Umfang der bereitgestellten Internet-Dienste ändern.
