Explanation:
This disclaimer is comparatively new within the communication of banks and financial institutions. Core of the regulation is the assumed right of the pubic to know if the sender or the one who is presenting information has a financial interest related to the disclosure of information.

Therefore tehy often state if they own a security or have a position in that. In this context they also state that they may open a position in the corresponding security.

They can go short with it, e.g. sell options or securities which they don´t own at the moment (e.g. a CFD) or open a traditional position by going Long = buying that security.

In the German language the above mentioned terms like a "Short-Position" are used due to the fact that e.g. a "Leerverkauf" wouldn´t be exactly the same. Furthermore the term "Leerverkauf" is a bit infested due to politicians blaming the financial markets for nearly everything.
