The government made some progress on social security reform. But by and large, the country remained in political *gridlock* and the bounce in the economy eased pressure for government action. The latest squabble between the opposition PRI and the PAN (Partido Acción Nacional) of President Vicente Fox was over the federal budget, where a number of expenditure items were in limbo pending a decision by the Supreme Court on whether the president has budget veto authority. No major political initiatives were expected until after the presidential elections scheduled for July 2006.
