agree  Michaela Sommer: mit Auswirkung, würde hier aber eher zu Richtlinie tendieren anstatt Politik. Tieferer Sinn/Hintergrund dagegen hat m.E. eine vollkommen andere Bedeutung.

"implication" > auch: "(stillschweigende oder selbstverständliche) Folgerung {Langensch. Muret-Sanders En.-Dt. 2005}

"policy" > auch: "Verfahren(sweise)" (aber auch: "Grundsatz", "Regel")

(Im Satz im asker-answerer-Dialogfeld würde ich übrigens "policies" mit "Regelungen" übersetzen; scheint mit im gelieferten Kontext sinnfällig.)
