Text über Funktionsweise des englisches Oberhauses / Einflussmöglichkeiten der Bevölkerung im House of Lords:

But in one area of scrutiny – that of select committees – the concerns of the population can be directly expressed in the form of evidence to the committee. Invitations to submit written evidence in respect of a particular inquiry are usually sent direct to individuals and organisations who are known to be knowledgeable about the subject matter.

Ich zögere etwas, "evidence" mit Beweis zu übersetzen. Wären das hier nicht eher "schriftliche Stellungnahmen / Abhandlungen"? Oder wie nennt sich das denn? Danke für eure Hilfe!

Your own answer sounds fine to me. Parliamentary committees request and receive (read/hear) "evidence" or other submissions on proposed legislation from interested parties.

The "evidence" is normally not to be confused with evidence/testimony before a court. A select committee *does* have the power to take evidence under oath, and may do so in some circumstances, but normally what it gets to hear is a great deal of opinion.

Post-grading: revisiting this I see that I focused on proposed legislation, whereas the question talked about an "inquiry". Most Lords Select Committees are not scrutinising specific proposed legislation, although some do. That doesn't alter my answer - most of the evidence they hear is of the nature I described - but I thought it should be noted for glossary purposes so that people browsing here in years to come don't think I'm a complete idiot... ;-)

Explanation:
In Anhörungen werden Themen behandelt. Die Beiträge in der Diskussionen hierzu wird evidence/written evidence genannt, was man auf Deutsch als "Kommentar/schriftlichem Kommentar" bezeichnen kann.
