English to German translations [PRO] Government / Politics / environmental policy / energy policy | | English term or phrase: over business-as-usual | In the following sentence (from a newletter on environmental legislation):
[The law] sets a target for states to cut their overall energy use by 15 per cent over business-as-usual between 2007 and 2020.
it is unclear what is meant by "x % over b.-a.-u."
Does it mean that
1.) energy-use must be reduced by x% in comparison to the current production level /GDP, and be held despite growth etc
2.) the cut is meant to be " proportional to the current level" but with growth may be higher than the current level
3.) this is an expression for "instead of ingnoring legislation"
4.) this needs to be accomplished without restructuring or large investments (e.g. by reducing production levels)
5) I am totally wrong and it means something totally different?
From what I can gather it seems to be fixed expression ...
