Die "Departements" sind in Frankreich den Ländern in D. gleichzustellen, die "Communes" sind für D. etwa die "Regierungsbezirke" (verwaltungstechnisch). Aber es hat sich das Wort "Kommune" im Zusammenhang mit F. eingebürgert. "Kommunenverband" wird durchaus verwendet:

Im Potonnier (WB Fr>De Wirtschaft, Recht, Handel) findet sich der Eintrag:
communauté de communes = Gemeindeverband

Derzeit (2004) gibt es in Frankreich 14 Communautés urbaines mit zusammen mehr als 6 Millionen Einwohnern, 155 Communautés d'agglomération mit zusammen mehr als 19 Millionen Einwohnern und 2.286 Communautés de communes mit zusammen fast 24 Millionen Einwohnern."

Die umgekehrte Wortbildung "Verbandsgemeinde" wäre vielleicht auch eine Alternative.
