Das schließt nicht aus, daß sich der Einzelne mit einer ethnischen, religiösen oder kulturellen Gruppe stärker verbunden fühlt. Pluralistische Staaten können indessen nur bestehen, wenn sie die politische Staatsbürgerschaft von der kulturellen und ethnischen Identität entkoppeln.
