Es geht um eine Rede von Tony Blair, in der er das Opt-out mit der Angabe verteidigt, das Europa dem Wettbewerb mit den "emerging countries" gewachsen sein muss. "Noch unterentwickelte Länder" habe ich gefunden, aber ich finde, das trifft es nicht ganz. Hat jemand einen besseren Vorschlag? Danke im Voraus, Barbara

Explanation:
I usually translate (the other way round, of course!) Schwellenländer to emerging countries. I've seen the term used quite a lot.
