– Bereiche („divisions”; Leiter: „secretary” oder „additional secretary”)
– Abteilungen („departments”; Leiter: „joint secretary”)
– Direktorate („directorates”: Leiter: „director”, „director-general”)
Das bezieht sich zwar auf Bangladesh, dürfte aber vergleichbar sein.

Der letzte Absatz ist sprachlich etwas missglückt. Besser: Ein joint secretary ist jemand, der rangmäßig unter einem secretary steht.
